Liebe Genossinnen und Genossen,
der Bundeskongress 2011 war aus nordhessischer Sicht ein Erfolg. Mit guten Redebeiträgen haben wir unsere Standpunkte vertreten und mehrheitlich einige nordhessische Positionen nun auch auf Bundesebene beschlossen.
Im Folgenden einige Beschlüssen, die uns besonders am Herzen liegen:
C11: „Herzlichen Glückwunsch – 40 Jahre BAföG“
Das Bundesausbildungsförderungsgesetz feiert in diesem Jahr seinen 40. Geburtstag! Dies war Grund für die nordhessischen Jusos eine Zwischenbilanz zu ziehen und aktuelle Probleme anzusprechen, die es zu ändern gilt. Zuvorderst steht dabei die Forderung das BAföG zu erhalten und gegen unsinnige Eliten-Stipendienprogramme der Bundesregierung zu verteidigen, denn das BAföG ist nach wie vor das wichtigste Instrument, um Chancengleichheit im Bereich der weiterführenden Schulen und Hochschulen zu erreichen. Aus diesem Grund ist es uns Jusos auch ein wichtiges Anliegen, das BAföG endlich zu einer elternunabhängigen Förderungsleistung auszubauen. Es ist nicht nachvollziehbar, dass junge Menschen aufgrund finanzieller Aspekte der Zugang zu weiterführender Bildung verschlossen bleibt! In seinem 40-jährigem Bestehen war das BAföG an mehreren Stellen Angriffen der Liberalen und Konservativen ausgesetzt, die unter anderem dazu geführt haben, dass das BAföG unter Kanzler Kohl von einem Vollzuschuss zur Hälfte zu einem zinslosen Kredit umgewandelt wurde. Deshalb gilt es die Forderung aufzustellen, dass das BAföG endlich wieder zu einem Vollzuschuss wird, damit junge Menschen nicht mit mehreren tausend Euro Schulden in das Berufsleben starten müssen. Um das BAföG zukunftssicher zu machen, braucht es des Weiteren eine jährliche, an die Inflationsrate gekoppelte, Steigerung und die Ausweitung der Ausbildungswege, die BAföG-berechtigt sind! Diese unsere, nordhessischen Forderungen werden von einer breiten Mehrheit innerhalb des gesamten Juso-Verbandes geteilt. Dies zeigt die sehr hohe Zustimmung zu unserem, auf dem Bundeskongress vorgelegten, Antrag genau zu diesen inhaltlichen Forderungen.
N7: „CCS- und CCR verhindern einen nachhaltig orientierten ökologischen Fortschritt“
Die Jusos Hessen-Nord beteiligten sich an der Umgestaltung eines Antrages zum Verbot von CCS (Speicherung von CO2) und CCR (Recycling von CCR). Dabei gab es mit dem Antragsteller, dem Bezirk Braunschweig, den Dissens um das Thema des Recyclings. Der Landesverband NRW stellte den Änderungsantrag, das Verbot des CCR aus dem Antrag zu nehmen, um Forschung zu ermöglichen, aus der es möglich sein kann, aus CO2 Materialien zur Dämmung zu schaffen. Den Jusos Hessen-Nord ging es dabei darum, die Gefahr einzudämmen, dass hierdurch die Produktion von CO2 verharmlost oder legitimiert wird. Durch unseren Änderungsantrag haben wir es geschafft, dass die sog. Brückentechnologie der Energiewende nicht im Weg steht. Fest steht für alle Jusos, dass die Verpressung von CO2 unter die Erde ökologischer und ökonomischer Schwachsinn ist. Im Angesicht einer ungeklärten Endlagerfrage von begrenzt strahlenden Materialen, ist die Endlagerung von CO2, was niemals wieder in die Atmosphäre gelangen darf, eine verantwortungslose Utopie. Die hessischen Jusos sehen sich dabei als Vertreter des geistigen Erbes Hermann Scheers. Seine wegweisenden Modelle waren stets ihrer Zeit voraus, das zeigt sich leider auch noch bei manchen Juso- Landesverbänden.
I1: „Die soziale Frage im Netz stellen – digaitlae Ungleichheit überwinden“
Mit einem Änderungsantrag zum NRW Antrag zur Sozialen Frage im Netz haben die Jusos Hessen-Nord ihre netzpolitischen Forderungen einbringen und durchsetzen können. Sie fordern mehr Teilhabe im Netz. Das Internet soll uneingeschränkt nutzbar – barrierefrei – für alle Nutzer sein, unabhängig von deren sozialen, technischen, körperlichen, sprachlichen Bedingungen.
Die „Barrierefreie Informationstechnik-Verordnung“ (BITV) ist zu überarbeiten, an aktuelle Standards anzupassen und regelmäßig auf ihre Kompatibilität mit neuen Entwicklungen zu überprüfen. Doch nur Lippenbekenntnisse helfen wenig. Die Körperschaften der Länder müssen dazu verpflichtet werden, die BITV endlich umzusetzen, um das Teilhabeversprechen aller auch auf technischer Ebene zu verwirklichen. Um Akzeptanz für diese Maßnahmen und die ihnen vorausgehenden tabuisierten Probleme zu schaffen, kann z.B. von staatlicher Seite durch Prämien und öffentliche Förderung eine Popularisierung barrierefreier Webangebote geschaffen werden. Wir müssen weiter dafür kämpfen und streiten, dass die soziale Teilhabe – auch im Netz – Wirklichkeit wird.
Zudem wurde Sascha Vogt mit einem guten Ergebnis wiedergewählt. Wir gratulieren ihm und den gewählten stellvertretenden Vorsitzenden nochmals sehr herzlich und freuen uns weiterhin auf eine gute Zusammenarbeit mit dem Bundesverband.
Darüber hinaus bedanken wir uns insbesondere bei Michael Reschke, der bisher kooptiertes Mitglied im Bundesvorstand war, für seine hervorragende Arbeit und wünschen ihm nun alles Gute für seine Zukunft in NRW.
Klar ist jedoch auch, dass dieser Gesamterfolg ein Verdienst der Delegation ist, die die Debatten des Verbandes kontinuierlich verfolgt und sich engagiert eingemischt hat.
Für den nächsten Bundeskongress wünschen wir uns einen erweiterten zeitlichen Rahmen für Diskussionen, damit sich noch mehr Jusos auch in Redebeiträgen einbringen können und mehr inhaltliche Beschlüsse gefasst werden können.
Für trockeneres Wetter und einen weniger starken Wind ließe sich die nordhessische Delegation vermutlich auch schnell begeistern.
