Seit mehreren Jahren ist das Thema der Ausnutzung von PraktikantInnen mit Hochschulabschluss Thema in der öffentlichen Debatte. Dennoch ist sind die Forderungen der Jusos aktueller denn je, da sich nach wie vor nichts Grundsätzliches an der Situation geändert hat.
Wir fordern:
Praktika dürfen nicht zur Sackgasse werden.
- Deshalb wollen wir eine rechtlich bessere Absicherung von Praktikantinnen und Praktikanten gegen die Ausnutzung als billige oder gar kostenlose Arbeitskräfte.*
Die Kasseler Jusos haben daher gemeinsam mit der Juso Hochschulgruppe am Dienstag, den 7. Juli 2009 vor der Zentralmensa der Universität Kassel auf die Situation der PraktikantInnen aufmerksam gemacht und die StudentInnen aufgefordert, am 27. September 2009 zur Bundestagswahl zu gehen und die Forderung der Jusos zu unterstützen.
Hintergrund: Praktika haben für uns das Ziel, jungen Menschen im Rahmen ihrer Aus- oder Weiterbildung Einblicke in die Arbeitswelt zu verschaffen und sie auf diese Weise über Berufe zu informieren oder für Berufe weiter zu qualifizieren.
Natürlich muss zwischen Praktika, die während der Ausbildung, zum Beispiel als verpflichtendes Element im Studium, absolviert werden, und solchen, die erst im Anschluss an eine Ausbildung oder ein Hochschulstudium erfolgen, unterschieden werden. Bei letzteren ist aufgrund der hohen Qualifikation der Beschäftigten der Nutzen für die Unternehmen besonders groß.
Eine vom Bundesministerium für Arbeit und Soziales herausgegebene Studie bestätigt, was alle schon seit langem wissen: PraktikantInnen erhalten keine oder nur eine geringe Entlohnung und werden so als billige Arbeitskräfte missbraucht und ausgebeutet. Der Zweck der (Weiter- )bildung wird faktisch immer weniger verfolgt. Von den Praktika, die nach Abschluss einer Berufsausbildung absolviert werden, erfolgten 51 % unbezahlt und 12% wurden unangemessen vergütet. Nur 37% der Praktika in der Studie wurden angemessen vergütet. Viele PraktikantInnen wurden als reguläre Arbeitskräfte eingesetzt und 30% fühlten sich ausgenutzt. Gleichzeitig ist klar, dass es in immer mehr Branchen heute keine andere Möglichkeit mehr gibt, eine reguläre Beschäftigung zu erhalten, als über ein, zumeist nicht oder gering bezahltes, Praktikum. Viele StudienabsolventInnen stehen damit vor einem ungeheuren Druck, ein solches Praktikum anzunehmen. Erfolgt dann nicht die ersehnte Festanstellung folgt ein Praktikum dem nächsten.
Diese Entwicklung ist dramatisch und muss dringend gestoppt werden. Für die Betroffenen sind die Praktika eine massive Belastung. Sie erschweren die Finanzierung des Lebensunterhalts, denn eine parallele Erwerbstätigkeit ist während eines Vollzeitpraktikums selbstverständlich nicht möglich. Aufgrund des ständigen Drucks ist die Zeit, in der ein solches Praktikum absolviert wird, auch mit einer sehr geringen Lebensqualität verbunden.
Die Praktikantinnen und Praktikanten verrichten die gleiche Arbeit wie regulär Angestellte, werden dafür aber mit einem geringeren Lohn abgespeist und haben keine Arbeitsplatzsicherheit. Die Bezeichnung Praktikum ist oftmals Etikettenschwindel: Meist handelt es sich um verdeckte reguläre Beschäftigung, bei der nicht das Lernen im Vordergrund steht, sondern das kostenlose oder preiswerte Arbeiten.
Immerhin rund jedeR vierte Sprach- und KulturwissenschaftlerIn und auch jedeR fünfte AbsolventIn der Psychologie absolviert nach dem Studium noch ein oder mehrere Praktika. Am häufigsten sind Absolventinnen und Absolventen der Magisterstudiengänge als Praktikanten tätig (34%). Der Trend wird von Zwischenpraktika in gewissen Studienfächern gestützt, welche die Studierende an die prekären Arbeitsbedingungen gewöhnen und die ArbeitgeberInnen die Bequemlichkeit der billigen, gut qualifizierten Arbeitskräfte genießen lassen.
